New green laws for California homebuilders include a state-wide green building code, loans and incentives for energy-efficient fixtures, programs to sell solar power and renewable energy to utilities, reporting of Energy Star data and mandatory installation of water-saving fixtures. Westcon is honored to have Bryan Jackson, a Partner with Allen Matkins Leck Gamble Mallory & Natsis and Adjunct Professor at USC, available at our September meeting to discuss the new codes and standards, green leasing, the economic benefits of green leasing and how to mitigate the risks of building green and
sustainable tenant improvements.

Developed in 2007 , made voluntary in 2009 and set for state-wide mandatory application on January 1, 2011, California’s first-in-the-nation Green building Standards Code (CALGREEN) will require all new residential and commercial projects to reduce water consumption by 20 percent, divert 50 percent of construction waste from landfills, install low-VOC materials, install separate water meters for nonresidential buildings’ indoor and outdoor use, require moisture-sensing irrigation systems for larger projects, and require mandatory inspections of energy systems in buildings over 10,000 sq. ft.. Further, CALGREEN provides two additional tiers of voluntary standards that may be adopted by local jurisdictions or used to certify projects as CALGREEN I or II.

Mr. Jackson is a national expert in drafting and negotiating construction and design professional contracts for all project types. He is also the Editor of the Green Building Update (GBU), a weekly publication on green and sustainable building issues
designed for those who have little time for reading but want to stay on top of this hot topic. The GBU summarizes the top 10 to 15 published articles, highlights significant green building projects, and provides links to new research and guidelines.

As a frequent speaker and author, Mr. Jackson addresses a wide range of construction topics including green and sustainable construction issues. Since 1990 Bryan has served as an Adjunct Professor at the University of Southern and taught the “Green Building and Sustainable Construction” course for the USC Master of Real Estate Development program and “Construction Management and Technology”.
