March Meeting Parc Telegraph - An Overview Presented by: Jonathan Bacon, Attorney, Wallace and Jackson |

This months presentation is a pause in time to reflect and learn from a review and analysis of a project that was a part of the activities of many Westcon members. Jonathan Bacon, a Westcon member and an attorney with Jackson and Wallace, was a key player and lead attorney for the case. Mr. Bacon was retained on behalf of Koll Construction. Experts retained on behalf of Koll Construction included architectural, acoustical, roofing, waterproofing, and cost estimators. The plaintiff was the Lombard Plaza Owners Association made up of three separate HOA (Home Owners Associations) for condominiums at three separate addresses: 220 and 240 Lombard Street and 111 Chestnut Street in San Francisco. The project of three high-rise buildings is surrounded by Montgomery Street, Chestnut Street Lombard and Winthrop, and is at the foot of Telegraph Hill just off of the Embarcadero. The issues were varied and numerous, centering around water infiltration from sub-grade waterproofing, building cladding and fenestration. The landscaping features of the building included both large and small planters in public and private areas. Repairs have been made replacing the waterproofing in all of the public area planters. The hillside rises several hundred feet to the west above Winthrop Street and is a source of potential rock slides as well as presenting a virtual waterfall during a heavy rain which is exacerbated by drainage problems resulting in infiltration of water into the multi-leveled underground parking areas. Interaction should again be the keynote of our presentation with so many of our membership involved in this project.
