ABATEMENT LEGISLATION IN EFFECT New legislation increasing the Department
of Health Services' (DHS) scope and jurisdiction with regard to lead hazards
became effective January 1. Under the terms of SB460 (Ortiz, Chapter 931),
it is illegal to create or have a lead hazard in residential or public
buildings. The bill grants DHS and local health, environmental health,
housing and building departments the authority to compel lead hazard abatement
in residential and public buildings and render property "untenantable"
if it contains conditions that violate State Housing Law. These enforcement
agencies can now also inspect work sites and issue orders to cease and
desist any activities that create lead hazards, such as disturbing lead-based
paint without using containment and failing to follow other lead-safe
work practices. Failure to comply with such an order may result in fines
of up to $1000 per violation. The new law also prohibits activities that
create lead hazards and makes it a crime to violate regulations for training,
certification, and work practice regulatory requirements affecting lead
professionals. Pursuant to the legislation, laboratories are required
to report all blood lead test results and authorizes the Director of DHS
to fine laboratories that fail to comply with these reporting requirements.

new to Westcon is Dr. Florence Wu of Aemtek, Inc. located in Fremont, California.
Aemtek, Inc. provides expert services for fungal identification, wood
decay analysis, and expert testimony in mold-related litigations. All
principal analysts of Aemtek are Ph.D scientists specializing in microbiology/mycology
and have many years hands-on experience in microbial analysis. We are

Westcon’s
third new member is Karim Allana
with Allana-Lippert. Allana-Lippert
is an architectural and engineering firm with offices located in Palo
Alto, Bakersfield and San Diego. They provide consultancy in the field
of roofing, waterproofing and building envelope to a large list of clients
including Fortune 100 companies, major government agencies, leading educational
institutions and multi-family residential developers. The list of services
they provide include architectural and engineering work, evaluation and
budgeting, contract administration, building forensics and leakage investigation.
Other
changes to make to the new 2003 directory would be for Steve Hupner. The post office decided
recently to change the division of the cities in his area and now claim
he lives in Fairfield with the new zip code of 94534.
