Hurricane

Damage Investigations

Four hurricanes hit Florida in 2004.  The third one, Hurricane Ivan, hit the Pensacola, Florida area on September 16, 2004 causing significant  property damage, much of which was to roof coverings. 

WESTCON member Phil Dregger and TRS associate John Goveia participated on 2 of the DOE/RICOWI teams investigating roof wind damages on 29 roofs in the Pensacola area.  Phil and John will show slides of the roof wind damages and share their thoughts on how the damages started and on how to construct roofs better able to survive hurricane force winds.  They will also discuss roof wind damage investigations they performed in the wakes of storms Iniki (1992, Island of Kauai, Hawaii, Andrew (1992, Cutler Ridge, Florida) and Gordon (1994, Florida east coast).  A formal report addressing IvanÕs 29 roofs, plus many other roofs investigated as part of the DOE/RICOWI study, is due to be published by DOE in April 2005.

Phil and John are principals of Technical Roof Services, Inc., (TRS) a DNG Group, Inc. Company, located in Concord, California.  Since its inception in 1985, TRS has provided roof, waterproofing and moisture intrusion consulting services on over 3,400 project assignments throughout the United States. 

Phil Dregger is a registered engineer and a registered roof consultant with more than 20 years experience providing roof and waterproofing consulting services.  Phil is a past director of the Roof Consultants Institute (RCI), a former faculty member of the Roofing Industry Educational Institute (RIEI) and serves as RCIÕs representative to the Roofing Industry Committee on Weather Issues (RICOWI).

Mr. Dregger has published several articles on roof technology; including ÒAir Infiltration – The Enemy of Wind Resistance and Condensation ControlÓ presented at the 2002 RCI National Convention. 

John Goveia, cofounder of TRS, has 30 years experience installing and investigating problem conditions on most types of roofing and waterproofing systems.  His detailed and tenacious approach to leak and failure diagnosis has earned him unique respect among his industry colleagues.

Mr. Goveia is a credentialed instructor for the State of California Roofing and Waterproofing apprenticeship program.  He co-authored one of the apprenticeship teaching modules and served as an instructor from 1981 to 1990.  He has authored several articles on roof technology, taught the RCI Level 3 wind course and has lectured to contractors, insurance, consultant, manufacturer and governmental groups.
